English Councils Plan to Dispose of Community Hubs and Sports Centres to Manage Finances

According to a recent poll of municipal councils, English councils are planning to offload social clubs, sports centres, and retail spaces as they bet on a rapid disposal of properties to stabilize finances.

Growing Financial Challenges Prompt Asset Sales

A coalition of councils representing major urban areas in the UK stated that 60% of local authorities are intending to sell assets to cover the escalating costs of adult and children’s social care.

Councils have previously come under fire for disposing of public land and land to shore up their budgets, but they contend they must continue to generate essential revenue from property disposals or face insolvency.

The group said that a significant number of councils attempting to generate funds from a quick sale of assets marked “a distinct shift from 2024, when the majority (60%) of municipal officials said they would prioritise service redesigns and utilising savings to weather increasing fiscal pressures.”

Detailed Cases of Planned Disposals

Medway Council in southeast England said its property management strategy included the disposal of a shopping centre in Rainham and a social club in another town to generate £20m over five years.

  • A local golf course and business parks owned in two English counties, which all provide rental income for the authority, will also be disposed of under the plan.

Council Tax Rises and Wider Fiscal Pressures

This research of local authorities in the key cities group, which covers several urban centers, also found that over seven in ten of councils will need to increase local levies next April to cover the growing cost of essential services, higher levels of housing insecurity, and a persistent accommodation deficit.

Medway council explained it will press ahead with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and temporary accommodation.

“We are adopting innovative approaches but some of these require time to achieve both better provisions and cost efficiency,” stated a council leader.

He added: “We face demographic pressures which will persist to increase the strains we have. As a unitary authority, we had a 91% cut in our central funding from over the past decade, which is extremely difficult.”

National Trends and Projections

Research of county councils this week further found council budgets being strained by the growing number of children and adults requiring Send support.

A network of councils said that council deficits will hit £4.4bn a year by the end of the decade, as they struggle to manage increased demand.

Government officials have delayed scheduled changes to the special educational needs framework until next year after a policy document setting out those changes has been postponed.

Disadvantage and Financial Shortfalls

According to the most recent indices of deprivation (the Index of Multiple Deprivation) covering English councils, many participating urban areas were among the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the most deprived 30 across the country under the 2025 IMD measures,” said the study.

“Although only a single urban area is among the top 10 for deprived neighbourhoods nationally, cities are far more likely to be in the worst-off 20% of the nation. The figures highlights the scale of challenges facing local leaders across key cities in the next twelve months,” the report added.

“Council officials have been explicit about the need for a equitable and lasting funding system that reflects and responds to the actual extent of disadvantage and need,” stated Michael Mordey.

“Lacking this, councils will persist to face impossible choices around which vital provisions to fund, and which to reduce, to the disadvantage of their communities.”

One in five of local authorities have cut or compromised care services in the last year, the study revealed.
